National Transport Authority and Roads and Transport Authority in Dubai, Agreed to cooperate in the development of systems for the application of modern technologies and intelligent transportation systems in the country to reduce traffic congestion and reducing accidents on the roads

The  two parties also agreed to coordinate on dealing with the environmental and economic consequences of traffic congestion and traffic accidents in the UAE and how to reduce them as well as to improve the performance levels of the roads

His Excellency Sheikh Hamdan Bin Mubarak Al Nahyan, Minister of Public Works, Chairman of the National Transport Authority,Signed on Wednesday, 19 –May-2010 at the headquarters of the Sheikh Zayed Housing Programme in Dubai , a memorandum of understanding with  Eng.Mattar Mohammed Al Tayer, Chairman of the Board and Executive Director of Roads and Transport Authority in Dubai.

 The memorandum aims to strengthen and develop cooperation between the two in the parts of management expertise and technical systems and modern technology in the field of land and marine transport.

According to the memorandum are collaborating between the parties in the preparation of laws and legislation, regulations, standards and regulations, including roads, railways and transport in general and cooperation and the development of auditing systems for road transport, including roads, rail and maritime transport
Mattar Al Tayer mentioned that the efforts of the National Transport Authority in establishing the best standards, legislation and policies organizing the sector, roads and transportation in the country.

Al Tayer said, "The signing memorandum of this will help in strengthening the partnership between the two sides effectively, including contribute to the development of the transport system in the UAE" .

He confirmed that the memorandum will help promote cooperation and exchange of experiences and studies related to the terms of reference of the two parties and their respective services, as well as exchange programs and research on traffic safety, which is a key focus of the concerns of the parties.

Areas of cooperation Stipulated in the memorandum, exchange programs and research on traffic safety in addition to the audit, evaluation and coordination on the criteria for traffic safety applicable in the UAE and in accordance with best international practices, including the qualification of drivers, vehicle, transport hazardous materials, weights, dimensions pivotal.
The areas of cooperation include the collection and exchange of information on statistics of road accidents and the exchange of experiences regarding the use of geographic information systems (GIS) for analysis of traffic accidents.

Cooperation in the development and provision of training programs and educational methods, vehicles, rail and traffic safety. As well as follow-up to any development in the field of road transport and attempt to apply in the UAE to suit different circumstances and the preparation and participation in conferences, seminars and workshops
.
Mattar Al Tayer confirmed that the next stage requires all relevant authorities concerted efforts and enhance coordination in the field of traffic safety applicable in the UAE, so as to be compatible with international best practices.

He noted that the Roads and Transport Authority in Dubai give special priority to traffic safety as they relate to protecting the lives of road users, and resulted in the efforts made by RTA in the area of raising awareness of traffic safety on the roads.

He noted that the excellent cooperation and coordination between the Authority and the Ministry of the Interior and the National Transport Authority and the General Headquarters of Dubai Police have yielded a reduction in the mortality rate of traffic accidents in Dubai.

Where mortality was reduced traffic accidents in Dubai from 21 deaths per 100 thousand population in 2005 to approximately 12.7 deaths per 100 thousand population in 2009, the proportion of improvement of approximately 40%, depending on Mattar Al Tayer .

According to the memorandum, its formed to joint committee to oversee the implementation of this Memorandum of Understanding, in addition to the formation and follow-up to the task forces, subcommittees and the Joint Commission may discuss and formulate new areas of cooperation between the parties

Work continues on the memorandum for a period of three years and automatically renewable for a similar period, unless either party notifies the other party in writing its desire to terminate before the end of the period at least six months.
