If I am not UAE national, what do I need to have permission or Registration?

You need to have valid Residence Visa in any of UAE Emirates; in this case you will have annual license for you Boat.

What are the required procedures to register a ship raising the State flag?

The required procedures are as follows:

  1. Complete the form from the Ship Details Department.
  2. Ship Building Certificate for new ships or certified sale contract.
  3. Duly attested Ship Deletion Certificate (if it is not new).
  4. The ship must be classified with one of the approved supervision authorities at least for the last five years.
  5. Submit the application to the department through an authorized representative.
  6. On approval of the application and publication of the announcement in two official newspapers, the ship will be registered for two months (sixty days), i.e. temporary registration.
  7. On the expiry of the said period without objections, the ship will be permanently registered, and it will be issued all necessary certificates.

What are the marine certificates issued by the National Transport Authority?

  1. Permanent registration certificate.
  2. Minimum crew certificate.
  3. Navigational license.
  4. Declarations of national certificates for all crew members.
  5. Declarations regarding national certificates for all crew members.
  6. Continued registration certificate (for ships of more than 500 tons)
  7. Exemptions and extensions for some international requirements in case exemptions apply thereon.

What are the charges for registration of ship under the State flag and what are the charges due on renewal of licenses?

  1. AED 4.50 will be collected as charges for each ton of the total tonnage of the ship on registration for the first time.
  2. AED 2.00 will be collected as charges for each ton of the total tonnage of the ship on renewal of registration.
  3. AED 300.00 as fees for each minimum crew certificate.
  4. AED 200.00 in respect of each exemption certificate.
  5. Certificates and declarations from the schedule.

What are the supervision authorities approved by the Department?

The following are the supervision authorities approved by the State:

  1. French  BV
  2. American ABS
  3. Norwegian DNV
  4. German GL
  5. British LR
  6. Japanese NK
  7. Chinese CSR
  8. Italian RINA
  9. Korea KR
  10. Russian RS

All these authorities are members of the International Association of Classification Societies (IACS).

Are there certain ages to accept the registration of the ship under the State flag?

Yes, the age of the ship should not exceed 25 years at time of registration, otherwise, it should be under certified supervision authority for the last five years.

Can a foreign ship operate in the territorial waters of the state without waiving its own flag and what are the related conditions?

Yes, the ship may operate in the territorial waters of the state through obtaining a navigational license of foreign ships after fulfilling the following conditions:

  1. Its age should not exceed the permitted age.
  2. It should be classified with one of the approved supervision authorities.
  3. It should have an operation contract from governmental or semi-governmental authority in the State.
  4. It should be in good and safety technical condition.
  5. It should adhere to the UAE laws and regulations.

I am 100% owner of pleasure boat and I reside in the country, is it possible to register the boat in my name, and what are the procedures?

Yes, residents in the country may own a pleasure boat, either solely or in participation with others, and the boat, in this case, will maintain the flag of the country of the owner, and will be issued a navigational license in the UAE territorial waters.

Is there any limit on my sailing after I register my Boat?

No, there is no limit for sailing but in each sailing time you need permission from Coast Guard, for Security Purpose.
