The resolution refers the issue of cranes to federal and local authorities.
Dr. Nasser Al Mansouri, Director General of NTA, said in a declaration to Al Etihad that the 6 month extension aims to give the opportunity to boat owners to adjust their motors. He added that the resolution comes in response to remarks directed at NTA.

He emphasized that pleasure crafts are not used for commercial fishing and that the NTA has coordinated with the MOWE to prevent commercial fishing using these boats.
NTA held a meeting with the MOWE, including a presentation on the procedures of registration and issue of licenses of pleasure crafts and ships. Another presentation was given on fishing vessels and violations committed by pleasure craft owners when they are used for fishing as well as the use of illegal fishing equipment, which adversely affects the fish stock. Additionally, possible cooperation was discussed and a memorandum of understanding was signed.

Al Mansouri added that NTA has adopted necessary steps to inform the boat owners of this resolution, such as sending text messages and informing them of the positive environmental impacts of the use of four-stroke motors instead of two-stroke motors.
He added that a large number of advanced countries began a shift to four-stroke motors in running picnic boats, as a result of environmental damage and safety risks with two-stroke motors.

He pointed out that pleasure crafts have been inspected to verify that the quality and speed of motors conform to specifications, just as NTA periodically inspects commercial ships and pleasure crafts to ensure safety specifications, licensing, and compliance with international requirements and standards. According to him, the resolution aims to use advanced motors with less of an environmental impact, because the emissions and noise from these motors is much less than those of other motors.
He highlighted the adverse impact and high fuel consumption of two-stroke motors and that four-stroke motors more than satisfy safety requirements because with four-stroke motors, oil is not mixed with water. He also highlighted the resolution's role to prevent harmful fishing and to improve the fishing market as it is a source of income for many fishers and a main part of food security.
